I might be wrong but I'm pretty sure that Sudanese calendar has 12 months only, too... when exactly was that passport issued ?? ;-)
EDIT:
We are aware there are two version of writing a date... for example: 31/12 in Europe is 12/31 in the US...
but when exactly do you think is the 22/16 ?? or the 16/22 ?? IMO that *IS* a goof... :-)

I love that you notice these small things! Keep up the good work!
Well, a lot of countries use the day/month/year way of noting dates, including the UK. I suspect Sudan might be one of these, in which case it's not a goof.
@Clare: I agree, not seeing the goof here.
It's about the 16th month... which is the 16th month of 2012? April 2013? :D
Nice catch!
I think it is a goof, someone made a typo on the month. The date of birth is shown as 22.11.19XX so this means they are listing the dates in the Gregorian calendar/European format..November 22, 19XX.
Date of issuance is 22.16.20XX so the 22 is the day but 16 for a month? Last time I checked there were only 12 months in a year.
